Self Enhancement, Inc. began construction on a new affordable homeownership development in Northeast Portland. The project, named Ruby-Mac Place, is located in the East Columbia neighborhood and includes 31 units for purchase.
The development sits on a 6.5-acre parcel and is designed for families with children and multi-generational households. The site will contain a mix of detached homes, duplexes, and townhomes. All units are three or four bedrooms. The design includes front porches and terraces, and the homes are planned to be visitable by people of all mobility levels.
Ruby-Mac Place received $5 million from the Portland Clean Energy Community Benefits Fund. This funding covers rooftop solar arrays for all homes and makes the properties net-zero ready. The project will use a Community Land Trust model to maintain permanent affordability for future buyers while allowing homeowners to build equity. Residents will also have direct access to SEI's network of youth and family programs.
The project was awarded $1.5 million in funds from the Portland Housing Bureau by the City Council in spring 2026. Propel Studio is the design firm for the project. Colas Construction is serving as the general contractor.
A second phase of the development is planned to add 12 additional units. City funding is not currently planned for this second phase.
